Dear friends! For me, a citizen of Ukraine, a scientist, a public and political figure, I have the honor to read the message of the President of the Republic of Kazakhstan to the distinguished Nursultan Abishevich Nazarbayev to the people of Kazakhstan "New opportunities for development in the conditions of the Fourth Industrial Revolution" (January 10, 2018). And moreover, be able to express their comments and suggestions.

This epistle, in my opinion, is an encyclopedic, classic example of the appeal of the leader of the nation, the father of the Nation, to the leader of the world-class to his people, to every citizen, regardless of the type of occupation, place of residence, level of education, age, gender, nationality, religion. Everyone will find in this Epistle an answer to any question of his day about this day, about the state's development strategy, goals and objectives, and, most importantly, the expected result. The message is a direct conversation without intermediaries (be they the most experienced and skilled in the person of heads of ministries, departments, enterprises, organizations) of the President of the state with each of his citizens from small to large. And this is the main condition for the achievement of political stability and social consensus to ensure a united nation - a nation on the verge of a historical ascension in the conditions of the Fourth Industrial Revolution. Kazakhstanis are confident in the wise policies of their leader, in the firmness of his words, wisdom and sobriety.

The message itself begins with an analysis of the current state of the state, the main changes in the economic and socio-political life. The Plan of the Nation is being implemented, the Third Modernization of Kazakhstan is being launched, the Industrialization Program is being implemented, the Digital Kazakhstan program has been adopted. And most importantly, for all citizens of Kazakhstan and its neighbors, the Head of State emphasizes the inviolability of state policy - long-term plans remain unchanged.

The main achievement is the creation of an independent Kazakhstan, which brings confidence and respect throughout the world. He became a member of the UN Security Council. successfully held the World Specialized Exhibition EXPO. Here the market economy model is functioning successfully. The middle class has been formed, poverty has decreased significantly, unemployment has decreased. Unlike many states of the post-Soviet space, and even modern Europe, today in Kazakhstan is a civilian world, interethnic and confessional consent. All these significant and global achievements and allow the President of the country, the leader of the nation to set new tasks, and among them - to be among the leaders of the new world. For this it is absolutely necessary:

Industrialization as the flagship of introducing new technologies.
 Further development of resource potential.
"Smart technologies" as a component of the development of the agro-industrial complex.
 Improving the efficiency of transport and logistics infrastructure.
 Modern technologies in construction and communal state.
 Development and new quality of the financial sector.
 Human capital as the basis of modernization of the whole economy of the state. The last section is an example of a well-balanced public policy. These are approaches to the study of languages, including the Kazakh language. And the regulation of the load on schoolchildren in secondary schools. And the need to modernize the Kazakh language itself, to bring it closer to the international level. And the fluency of English in secondary school graduates. And the development of digital educational resources. The priorities in the development of high school science are indicated. And as a result, Kazakhstan should become an ideal of Kazakh society, knowing its history, language, culture, while being modern, owning foreign languages, having advanced and global views.
 Effective government management.
 Fighting corruption and the rule of law.
 "Clever" cities of the DPA "smart nation".
We believe that the goals will be fulfilled and the state of Kazakhstan will further strengthen its internal stability and authority in the international arena. Will become an example, will become today's "Singapore" for many states of Europe, Asia, Latin America. It will become an example of a "smart" state for an "intelligent" nation.

I wish prosperity, stability, bold implementation of the planned reforms, prosperity, peace to the Kazakh people, the state of Kazakhstan and its President, Nursultan Abyshevich Nazarbayev.
